Consequent upon U.S. Administration Executive Order No. 14324 dated July 30, 2025, the duty-free de minimis exemption for goods valued at 800 USD or less was terminated with effect from August 29, 2025 and all dutiable international postal items destined for the USA, regardless of value, were subjected to customs duty as per country specific International Emergency Economic Power Act (IEEPA) tariff framework. In view of the same, booking of all types of mails, except documents/letter card and gift items up to 100 USD, destined to the USA was suspended with effect from August 25, 2025.

 

The Office of the Chief PostMaster General, West Bengal Circle, department of Posts today announced through an official release that the department is going to resume full postal services to the USA with effect from today (October 15, 2025).

 

As per latest U.S. Customs and Border Protection (CBP) guidelines, customs duties on postal shipments from India to the USA are applicable at a flat rate of 50% of the declared Free on Board (FOB) value, under the International Emergency Economic Power Act (IEEPA) tariff. No additional base or product-specific duties are levied on postal consignments, which signifies lesser duty burden on exporters and enhances the price competitiveness of Indian sellers using postal channel.

 

Consequently, the postal route offers a cost-effective and compliant export option for MSMEs, artisans, and small e-commerce sellers targeting the U.S. market.

               

The resumption of postal services to the USA marks a major milestone for India Post, representing its first operational deployment of the Delivery Duty Period (DDP) solution. This initiative will enhance ease of doing business by enabling full transparency in duty collection upfront at the time of booking, ensuring that recipients in the USA receive deliveries without any additional charges or customs intervention.
