Rashtriya Raksha University Launches International Training Program on Combating Financial Crimes

The School of Criminal Law and Military Law (SCLML) at Rashtriya Raksha University (RRU), in partnership with the International Cooperation and Relations Branch (ICRB), has officially launched a two-week specialized training program under the prestigious Indian Technical and Economic Cooperation (ITEC) initiative. This significant program, fully sponsored by the Ministry of External Affairs, Government of India, commenced on August 18, 2025, and is scheduled to conclude on August 29, 2025.

The program has garnered remarkable international engagement and fostered robust collaboration across various borders. Participants from a diverse array of nations, including the Maldives, Malawi, Fiji, Eswatini, South Africa, Lesotho, Venezuela, Ghana, and Tanzania, are actively participating. This broad representation underscores the core spirit of global learning, facilitates extensive knowledge exchange, and promotes collective growth among the participating countries. The diverse participation not only enriches the perspectives shared throughout the event but also establishes a unique and invaluable platform for cross-cultural dialogue, the generation of innovative ideas, and the strengthening of international cooperation in the fields of criminal and military law.

The comprehensive training curriculum covers a range of critical topics essential for modern criminal justice systems. These include:

Forensic Evidence in Civil and Criminal Trials: A significant focus will be placed on DNA profiling and its various applications in legal proceedings.

Judicial Behaviour: This module will delve into the ethics, neutrality, and professionalism expected in judicial proceedings, emphasizing the importance of unbiased and fair conduct.

Human Trafficking: The program will address the complex challenges associated with the effective prosecution of human trafficking cases, aiming to enhance strategies for combating this global issue.

International Cooperation and Mutual Assistance: Participants will explore mechanisms for cross-border collaboration and mutual assistance in legal matters, crucial for addressing transnational crimes and ensuring justice across jurisdictions.

Transnational Organized Crime: Delving into the structures of organized crime groups and effective investigative strategies to combat them.

Investigative strategies: Participants will delve into advanced techniques and methodologies for effective criminal investigations.

Crime Scene Investigation and Management: Focusing on best practices for evidence collection and preservation to ensure the integrity of investigations.

Collection and preservation of evidence: The program emphasizes best practices for securing and maintaining the integrity of evidence, crucial for successful prosecutions.

Digital Evidence in the Criminal Justice System: Addressing the crucial aspects of authenticity, admissibility, and analysis of digital evidence in legal proceedings.

Integrity and admissibility challenges: Addressing the complexities surrounding the reliability and legal acceptance of evidence in court proceedings.

Integrating AI in Criminal Justice: A significant portion of the training is dedicated to analyzing the role of Artificial Intelligence in enhancing prosecutorial efficiency and upholding judicial integrity. This includes discussions on AI-powered tools for evidence analysis, predictive policing, and ethical considerations in AI deployment within legal frameworks.

During the opening ceremony, officials from Rashtriya Raksha University highlighted the institution’s unwavering commitment to Training, Research, and Capacity Building in the critical domains of Security and Investigation. They underscored that this program is poised to strengthen strategic ties and foster invaluable knowledge partnerships between India and the participating nations. This collaborative effort is expected to significantly support global endeavours to combat financial crimes, a challenge that transcends national borders and requires a unified international response. The ITEC program, a flagship initiative of the Government of India, has been instrumental in sharing India's development experience and expertise with partner countries across the globe since its inception in 1964.

This intensive two-week program is meticulously designed to equip participants with advanced knowledge, facilitate the crucial sharing of experiences, and significantly enhance international cooperation in addressing the complex challenges inherent in the investigation and prosecution of financial offenses.

This ITEC-sponsored program at RRU is a testament to India's growing role as a global leader in knowledge sharing and capacity building. By equipping international participants with cutting-edge knowledge and skills, the initiative aims to strengthen criminal justice systems worldwide and promote a more secure and equitable global society.
