Rashtriya Raksha University’s Pasighat Campus Launches New Criminal Law and Prison Welfare Training Program in Collaboration with BPRD

The Rashtriya Raksha University (RRU) Pasighat Campus proudly inaugurated its New Criminal Law and Prison Welfare Training Program, marking a significant step in enhancing prison administration and inmate welfare. The event was graced by IPS Rajeev Kumar Sharma, Director General of the Bureau of Police Research and Development (BPRD), who joined virtually as the Chief Guest. Distinguished guests in attendance included the Honourable Deputy Commissioner of East Siang, Shri Tayi Taggu; Superintendent of Police, East Siang, IPS Pankaj Lamba; Assistant Director of BPRD, Shri K. K. Meena; and Commandant of 5th IRBn BHQ, IPS Garima Singh.

The recent enactment of New Criminal Laws (NCL) has underscored the urgent need for prison officials to gain in-depth knowledge of legal amendments and procedural reforms impacting correctional institutions. In response, RRU, in collaboration with BPRD, has designed this specialized training program to equip prison officials with the necessary skills and insights to adapt to the evolving legal framework.

The program focuses on strengthening prison management frameworks by emphasizing legal compliance, ethical administration, and modern correctional policies. It also provides training in evidence-based reporting, case documentation, and legal procedures to enhance accountability and efficiency. Additionally, the curriculum introduces participants to digital tools, surveillance techniques, and forensic applications, aiming to bolster prison security and inmate monitoring. A balanced approach between security and rehabilitation is at the core of this initiative, ensuring that correctional facilities function as centers of reformation while maintaining discipline.

Designed as a blended learning experience, the program includes both online and offline sessions. With 80 nominations received from 10 states, including West Bengal, Arunachal Pradesh, Meghalaya, Tripura, Nagaland, Sikkim, Manipur, Mizoram, Assam, and Odisha, the initiative has achieved widespread participation. The offline training module, currently underway from March 3 to March 7, hosts 28 prison officials, while the online sessions are scheduled from March 12 to March 14 and March 17 to March 19.

As part of its ongoing commitment to law enforcement and security reforms, RRU Pasighat Campus has previously conducted training programs on New Criminal Laws for police departments across Tripura, Arunachal Pradesh, Meghalaya, and Mizoram. By extending this initiative to prison officials, RRU is ensuring region-specific training tailored to the unique socio-cultural and logistical challenges of the Northeast.

The inaugural session featured a keynote address by Retd. IG Prison, Shri Michi Paku, who provided valuable insights into correctional administration. During his address, DG BPRD commended RRU for spearheading this initiative and emphasized the importance of equipping prison officials with the latest knowledge and technological advancements. He highlighted that India has 70% of under-trial prisoners; the New Criminal Laws play a crucial role in addressing this issue and streamlining judicial processes. Encouraging trainees to make the most of this opportunity, he reiterated the program's focus on correctional administration and inmate welfare.

Joining the event virtually, RRU Pro-Vice Chancellor, Prof. (Dr.) Kalpesh H. Wandra, emphasized the importance of practical training in correctional administration, ensuring that officials receive hands-on experience for the smooth functioning of prison systems.

Deputy Commissioner East Siang, Shri Tayi Taggu, lauded RRU’s initiative as a pioneering effort for prison departments. He further encouraged extending the New Criminal Law initiative to benefit district administration and advocated for disseminating this legal knowledge to civilians.

Superintendent of Police East Siang, IPS Pankaj Lamba, commended RRU’s outreach in the Northeast and acknowledged the campus’s previous training modules on New Criminal Reforms for district Inspectors and Sub-Inspectors. He emphasized the necessity of continuous knowledge upgradation for officials and highlighted ongoing collaborations with RRU in areas such as cybersecurity, investigative techniques, and road safety.

The New Criminal Law and Prison Welfare Training Program represents a transformative effort in strengthening prison administration and correctional policies in the Northeast, reaffirming RRU’s commitment to fostering legal awareness and institutional excellence.
