Rashtriya Raksha University signs MoU with the National Defense Institute, Guyana: An educational partnership over Atlantic in the field of national security and defense

During the State Visit of Shri Narendra Modi, Hon’ble Prime Minister of India to Guyana, on 20 November 2024, Rashtriya Raksha University signed Memorandum of Understanding with the recently established National Defense Institute of Guyana.
Establishing the NDI, President Irfaan Ali of Guyana, on 5 September 2024, said that “The National Defence Institute we launch today. It’s not just another training institution. It is integral to our national defence strategy and our regional defence strategy. The institute is a crucial part of building capacity and expertise within our national defence architecture”. The NDI would be working closely with the William J. Perry Center for Hemispheric Defense Studies, which is a United States Department of Defense institution; the Caribbean Regional Security System (RSS); and the Caribbean Community’s Implementation Agency for Crime and Security (IMPACS). “The National Defence Institute is a regional institute, and within a short time period, we want this to be the premier intelligence defence security agency in the region. We want this institute to be an institute that will be training all our strategic thinkers in defence and security. This institute will be the sister institute of the National Defense University Perry Center that will help them to train persons within CARICOM, South America, and Central America. So the time dynamism of this institute will be interesting and will be evolving,” President Irfaan Ali mentioned during the inauguration.
Shri Narendra Modi, Hon’ble Prime Minister has designated RRU as a Centre of Excellence in National Security and Defense Management at the DGP/IGP Conference in 2022. During the Amrit Kaal, RRU is to emerge as a Global Leader in the field of Internal Security, Correctional Administration and Policing, with the support of the Ministry of Home Affairs, Government of India.
Since its establishment on 1 October 2020, as an Institution of National Importance, by the Parliament of India, RRU is evolving gradually and steadfastly in all aspects of national security and policing, as per the needs, interests and concerns felt by the armed forces, central armed police forces, central police organisations and state police organisations.
In the area of defense, the University School of Internal Security, Strategic and Defense Studies, has carved out its niche through under-graduate and post-graduate studies in defense and strategies. As a Center of Excellence in the area of Defense Acquisition, RRU has been making useful contribution to this vital area of national defense through research studies and training defense acquisition officials. Besides, it is offering certificate programs in Counter Insurgency and Counter Terrorism; UN Peacekeeping Operations; Neighbourhood studies; Irregular, Revolutionary and Unconventional Warfare; Hybrid Warfare; Strategic Intelligence; Information Warfare; Indian Strategic Thought, among others. In the area of capacity building, it offers trainings in drone flying (Director-General Civil Aviation Certified) as well as Imagery Interpretations.
The MoU between the RRU and NDI, Guyana, aims to establish collaborative framework to enhance research, education, and training in national security & defence studies and will make significant contribution to the capacity-building programs and activities of the NDI.
Professor Patel, Vice-Chancellor, RRU, on the signing of the MoU between RRU and the NDI remarked that “the MoU signals an important milestone for the University to collaborate with the like-minded institutions across the globe and to contribute to the international peace, security and stability through the medium of education, research and training”. He expressed gratitude to the Hon’ble Prime Minister for reposing faith in the RRU capability and potential to contribute to the realisation of the Vasudhev Kutumbkam vision of India. With the support and guidance of the leadership of the Ministry of Home Affairs, Ministry of External Affairs and Ministry of Defense and thought-leaders, uniformed personnel, academicians and practitioners in these fields, RRU will continue to fulfil the mandate of the Parliament as an Institution of National Importance.
It is pertinent to note that during the state visit of HE Dr Mohammed Muizzu, President of Maldives, RRU signed MoU with the National College of Policing and Law Enforcement in October 2024.
