Rashtriya Raksha University Puducherry Campus Completes 100 hours of "Mission Karmayogi " in Collaboration with Puducherry Police Department

Rashtriya Raksha University (RRU) Puducherry Campus completed 100 hours of various capacity building training sessions under "Mission Karmayogi – Puducherry", a significant initiative aimed at upskilling and enhancing the capacity of police officers in the Union Territory between 01 August – 12 August, 2024. This program aligns with the broader framework of Mission Karmayogi, a National Program for Civil Services Capacity Building, developed under the visionary leadership of Prime Minister Narendra Modi.

The valedictory ceremony for the successful completion of the capacity building program took place at the campus on 27 September 2024. Director General of Police, Puducherry Smt. Shalini Singh IPS graced the ceremony as chief guest. Deputy Inspector General of Police, Puducherry, Shri. Brijendra Kumar Yadav IPS, Senior Superintendent of Police, Shri R. Kalaivanan, IPS, Superintendent of Police, Shri B. Ranganathan, and Principal – PIHMCT Dr. Vijay Nambi were the guests of honour. The special guests RRU Vice Chancellor Prof. (Dr.) Bimal N. Patel and University Dean Shri. Sushil Goswami was also present virtually.

Mr. Arsh G, Campus Director (In-charge), welcomed all the dignitaries and participants of the event. Mr. Nethaji Subash presented the report of whole 100 hours of the capacity building programme. DGP Smt. Shalini Singh addressed the gathering. She appreciated the efforts of police officers whose work often go unnoticed and taken for granted by the public. She advised the students to recognize the efforts of police and contribute in future in the field in the most meaningful way. DIGP Shri Briijendra Kumar Yadav congratulated the RRU team for achieving the significant milestone of completing one year at the Puducherry campus. He appreciated the numerous programs and activities that the team had completed within a short span of a year.

Mission Karmayogi seeks to drive three critical transitions within the civil services: transforming government officials' mindset from mere 'karmacharis' to 'karmayogis,' redefining workplace performance through the Means, Motives, and Opportunity framework, and evolving the public HR management system from a rule-based to a role-based approach.

In furtherance of these goals, RRU Puducherry Campus has formalized a Memorandum of Understanding (MoU) with the Puducherry Police Department to provide specialized training and capacity-building programs for police officers in this region.

The program commenced on August 1, 2024, with the session led by Mr. Nethaji Subash, Assistant Professor of Criminology at the campus, on understanding Mission Karmayogi. He presented a comprehensive overview of the mission's motto and vision marking the beginning of a new era in public administration, emphasizing the transformative potential of the Karmayogi Mission.

During the twelve-day training program, officials received instruction in the following areas:

Geographic Information Systems (GIS) in Policing and Disaster Prevention, Financial Frauds, Forensic Accounting & Financial Investigation, Leadership within Security Forces, Fundamentals of the First Information Report (FIR), Gender Sensitization, Soft Skills for Effective Communication, Stress Management, Policing from an International Perspective, Community Intelligence and Women’s Role in International Policing, Victim Orientation and New Criminal Laws, Basic Emergency Life Saving Skills (BELSS), Crime Scene Management, Latest Law Amendments, Practical Insights and Operational Challenges in Law Enforcement, Coastal Security Challenges, Importance of Physical Fitness and Ethical Standards in Policing, Role of the Food Cell in Food Safety, Additionally, officials visited Adventist School to raise awareness about drug abuse and cybersecurity issues. They engaged in discussions on drug abuse prevention strategies and collaborated with a Women’s Self-Help Group to promote parenting awareness. The training also covered topics such as Internet Governance, tourism policing for local safety and security, and innovative strategies like Robocop technology aimed at fostering responsible tourism practices.

They also engaged in interactive sessions covering topics such as Patrolling and Surveillance, Traffic Management, Ragging Menace, Official Procedures and Government Rules, Investigation Process and Procedures, FIR Filing and Workflow, Interrogations and Interrogation Methods, Women’s Police Stations and Gender-Based Violence, Case and Station Diaries, Examination of Witnesses and Suspects, as well as Charge Sheets and Their Procedure.

The program concluded on 5th September 2024 with a road safety awareness campaign and rally led by students, faculty members, and the Puducherry Traffic Police Division. The campaign, lasting over an hour in the morning, was conducted at four major intersections in the Puducherry city area: Indira Gandhi Signal, Rajiv Gandhi Signal (Muruga Theatre Signal), Botanical Garden Signal (Anna Salai Signal), and Marapalam Junction. The rally with a mission of Safe Roads, Save Lives: Striving for Zero Fatalities took place in Gandhi Thidal covering the entire stretch of the beach road.
