Comptroller and Auditor General of India’s Reports placed in the table of the Tamil Nadu State Legislative Assembly

The Comptroller and Auditor General of India's Reports placed in the table of the Tamil Nadu State Legislative Assembly today.

Shri Jaisankar, Principal Auditor General (Audit - I) Tamil Nadu presented major audit findings in the reports here today. The reports tabled include:

1. Performance Audit Report on Implementation of eProcurement System for the year ended 31 March 2022 - Government of Tamil Nadu (Report No 4 of the year 2023)

  • Highlighted deficiencies in portal implementation and application software.
  • Identified lacunae in tender processing leading to collusive bidding and cartelisation.
  • Found 74% of procuring entities did not use eProcurement portal despite 15 years since inception.
  • Noted issues with transparency in tender evaluation and delayed refund of Earnest Money Deposits (EMD).

2. Performance Audit Report on Welfare of Building and Other Construction Workers

  • Found significant shortcomings in the registration of establishments and employers, impacting Labour Cess assessments.
  • Noted under-valuation of construction costs and mismanagement in Cess collection and remittance.
  • Revealed misappropriation of Cess funds by local bodies, amounting to substantial pending remittances.
  • Highlighted failures in the registration and welfare implementation for unorganized construction workers.

3. CAG's Compliance (Revenue) Report

  • Detailed discrepancies in revenue receipts including under-assessments and losses in various sectors such as GST, State Excise, and Stamp Duty.
  • Identified deficiencies in GST oversight and tax payment compliance, resulting in significant revenue losses.
  • Found issues with TASMAC operations including non-payment of excise duties and inadequate monitoring of liquor stocks.
  • Highlighted shortfalls in Stamp Duty and Registration Fee collections due to misclassification and valuation errors.

 

These Audit Reports aim to guide corrective actions for enhanced transparency, efficiency, and public trust in government operations.
