On 28 November 2023, Rashtriya Raksha University (RRU) and the Uttar Pradesh Police, Lucknow, have officially entered into a Memorandum of Understanding (MoU) to foster collaboration on various activities aimed at enhancing the skills and knowledge of police personnel.

The signing ceremony took place at the Police Headquarters in Lucknow, where Prof. (Dr.) Kalpesh H. Vandra, Pro-Vice Chancellor of RRU, and Shri. Vijay Kumar IPS, Director General of Police, Uttar Pradesh, signed the MoU. Additionally, Prof. Kalpesh H. Vandra and Smt. Renuka Mishra IPS, Director General of Police - Chairman/Training Hqtrs, sealed the affiliation agreement.

This collaboration marks a significant milestone in the efforts to enhance the capabilities and expertise of the police force in Uttar Pradesh. Through this partnership, RRU and the Uttar Pradesh Police are committed to advancing professional development opportunities for law enforcement personnel and promoting excellence in policing practices.

Prof Bimal N Patel, Vice Chancellor of Rashtriya Raksha University, expressed that this collaboration marks a significant milestone in the efforts to enhance the capabilities and the expertise of the police force in Uttar Pradesh. This will further contribute to realise the vision of Prime Minister Narendra Modi of SMART Police – a force which would be strict and sensitive, modern and mobile, alert and accountable, reliable and responsive and techno-savvy and trained. Therefore, this MoU encompasses Rashtriya Raksha University’s commitment to advancing professional development opportunities for law enforcement personnel and promoting excellence in policing practices through diverse training program, research initiatives, educational endeavours, and extension activities for the benefit of the police force.

Prof. (Dr.) Kalpesh H. Vandra expressed his enthusiasm about this partnership, stating that “RRU is dedicated to supporting law enforcement agencies in their pursuit of excellence through education, training, and research. This collaboration with the Uttar Pradesh Police will enable us to work closely together in developing innovative programs that address the evolving challenges faced by law enforcement professionals. Therefore, this affiliation agreement has been formalised to provide training to all establishment associated with the Uttar Pradesh Police.”

Shri Vijay Kumar IPS, DGP – Uttar Pradesh, underscored the importance of such collaborations and how they effectively strengthen skill and knowledge base of the police personnel. He believes that this partnership with RRU will provide Uttar Pradesh officers with access to high-quality training programs and educational resources that will contribute to their professional growth and effectiveness in serving the community.

Notable dignitaries present during the ceremony included Shri. Sunil Kumar Gupta IPS (Additional Director General of Police, Training Hqrs), Cdr. Manoj Bhatt (Retd.) (Director-Affiliation and Accreditation, RRU), Maj.Gen. Deepak Mehra (Retd.) (Director – School of Internal Security and Police Administration) and Mr. Neeraj Kumar (Director I/C, RRU Lucknow Campus).
