Open Market Sale Scheme (OMSS) - Domestic refers to offering of food grains (wheat & rice) in the open market at prices, fixed by the Ministry of Ministry of Consumer Affairs, Food & Public Distribution through e-auction in order to control the price in the market by providing food grains at reduced prices with the aim to curb inflation.

Under the Scheme, Govt. of India through Food Corporation of India (FCI), offers wheat to Processors / Atta Chalki / Flour Millers of Wheat Products only (Traders / Bulk Buyers are not allowed) through e-auction. An eligible bidder can bid for a minimum quantity of 10 MT to maximum of 100 MT in case of wheat. In the case of rice, traders are eligible and can bid a minimum quantity of 10 MT and maximum quantity of 1000 MTs.

The bidder must have valid FSSAI license, GST / Trade Tax Registration, PAN and they must declare his existing stock holding in the WSP Portal of Govt of India in the case of wheat.

All Regional offices of Food Corporation of India under Zonal Office (South), Chennai, ie., Andhra Pradesh, Karnataka, Kerala, Tamilnadu and Telangana, (including Puducherry and Andaman & Nicobar Islands) are offering wheat and rice from the stocks lying at FCI / agencies depots on every Friday through m-junction platform at http:// www.valuejunction.in/fci. Existing rate is Rs.2150/- per quintal for wheat (FAQ), Rs.2125/-per quintal for Wheat (URS), Rs.2900/-per quintal for normal rice and Rs.2973/- per quintal for fortified rice (Boiled/ Raw) with applicable taxes.

In South Zone, a total quantity of 2,29,909 MT of wheat and 3,68,460 MT quantity of rice have been offered by all regions ie., Andhra Pradesh, Karnataka, Kerala, Tamilnadu and Telangana, (including Puducherry and Andaman & Nicobar Islands) out of which, a total quantity of 82,960 MT of wheat and 1,080 MT of rice have been sold so far.

Eligible parties/ bidders, who fulfil above prescribed criteria, are advised to take part in the e-auction through their respective States as the auction is being done on weekly basis.
