Cyber Security Training Institutes

 ‘Police’ and ‘Public Order’ are State subjects as per the Seventh Schedule to the Constitution of India. It is the primary responsibility of the State Governments/UT Administration to equip their police forces with adequate infrastructure facilities, state-of-art technology gadgets, manpower and training for tackling cyber crimes. The Bureau of Police Research and Development (BPR&D) compiles and publishes the statistical data on forensic science laboratories and mobile forensic science vans available with States/UTs in its publication “Data on Police Organizations”.

The latest published report is for the year 2022. As per the data published by the BPR&D, State/UT-wise detail of the forensic science laboratories and mobile forensic science vans, as on 01.01.2022 is given below.

The Central Government supplements the initiatives of the State Governments through various advisories and schemes for the capacity building of their Law Enforcement Agencies (LEAs). To strengthen the mechanism to deal with cyber crimes in a comprehensive and coordinated manner, the Central Government has taken steps which, inter-alia, include the following:

 

  1. Ministry of Home Affairs has set up the ‘Indian Cyber Crime Coordination Centre (I4C)’ to deal with all types of cyber crime in the country, in a coordinated and comprehensive manner.

 

  1.  Under the Cybercrime Prevention against Women and Children (CCPWC) Scheme, financial assistance to the tune of Rs. 99.88 Crore has been provided to all State/UTs for setting up of cyber forensic cum training laboratories, hiring of junior cyber consultants and capacity building of Law Enforcement Agencies (LEAs), public prosecutors and judicial officers. So far, cyber forensic-cum-training laboratories have been commissioned in 33 States/UTs.

 

  1. Training curriculum has been prepared for Law Enforcement Agencies personnel, prosecutors and judicial officers for better handling of investigation and prosecution. States/UTs have been mandated to organize training programmes. So far, more than 20,300 LEA personnel, judicial officers and prosecutors have been provided training on cyber crime awareness, investigation, forensics, etc.

 

  1. The Massive Open Online Courses (MOOC) platform, namely ‘CyTrain’ portal has been developed under the Indian Cyber Crime Coordination Centre (I4C), for capacity building of police officers/judicial officers through online course on critical aspects of cyber crime investigation, forensics, prosecution etc. along with certification. More than 28,700 Police Officers from States/UTs are registered and more than 7,800 Certificates issued through the portal.

           

This was stated by the Minister of State for Home Affairs, Shri Ajay Kumar Mishra in a written reply to a question in the Rajya Sabha today.
