Government takes several proactive steps to promote industrial development in UT of Jammu & Kashmir and UT Ladakh

The Central Government as well as the UT Government of J&K and UT Government of Ladakh have taken new initiatives for the development of Industries in the manufacturing & service sectors after the creation of UT of Jammu & Kashmir and UT Ladakh as given under:

  1. Department for Promotion of Industry & Internal Trade (DPIIT), Government of India has notified New Central Sector Scheme for Industrial Development of Jammu & Kashmir on 19.2.2021. The Scheme aims to give fresh thrust to industry and services led development of J&K with emphasis on job creation, skill development and sustainable development by attracting new investment and nurturing the existing one. The scheme is for the duration of 2021-22 to 2036-37 with total financial outlay of Rs. 28,400 crore.
  2. UT Government of Jammu & Kashmir has taken various policy initiatives and notified policies viz., (i) J&K Industrial Policy 2021-30, (ii) J&K Industrial Land Allotment Policy, 2021-30, (iii) J&K Private Industrial Estate Development Policy 2021-30, (iv) J&K Wool Processing, Handicrafts and Handloom Policy 2020, (v) Financial Support Scheme for Cooperatives/Self Help Groups, (vi) Credit Card Scheme for Artisans and Weavers, and (vii) Karkhandar Scheme. Besides, various administrative measures have been taken to improve business environment through Ease of Doing Business.
  3. The Administration of UT Ladakh has taken various initiatives to promote industrial development in the handloom, handicraft & food-processing sector with a focus on the indigenous products of Ladakh. The UT is leveraging benefits from the Central Sector schemes such as the Pradhan Mantri Employment Guarantee Programme (PMEGP), Pradhan Mantri Formalisation of Micro Food Processing Enterprises (PMFME), Van Dhan Vikas Kendras(VDVK), Weaver Mudra schemes etc. Under PMEGP about 988 cases have been sanctioned. VDVK clusters have been formed in both the districts of Ladakh, and under PMFME 18 cases have already been sanctioned. The Administration has taken initiatives in collaborating with premiere institutions of the country such as NIFT, NID, CSIR-IHBT, NIFTEM, KVIC, IITs, CSIR-CLRI for capacity building and entrepreneurship development. The UT Administration of ladakh has also setup incubation centers to assist in entrepreneurship development in Ladakh. Geographical Indicator (GI) has been applied for Pashmina of Ladakh, Apricots, Sea buckthorn with a view to fetch maximum value to the producers and related industry. UT of Ladakh also has been benefiting from various fairs and exhibition such as Delhi Haat, SARAS, SIAL India etc.. Ladakh made a participation for 15 days in the World Expo 2020 in Dubai showcasing the potential of the UT in the international arena. The UT has notified One District One Product(ODOP) under the Districts as Export Hub scheme as well as the Pradhan Mantri Formalisation of Micro Food Processing Enterprises(PMFME) scheme and the schemes are under implementation. UT Ladakh is also developing new Industrial Estates.

 (i) Environmental protection : Under the New Central Sector Scheme for Industrial Development of Jammu & Kashmir by the central government, the products which affect the environment have been kept in the negative list. Under the J&K Industrial Policy 2021-30, there are provisions for ‘Environment Protection’ with special emphasis for Green technologies, Incentivized Pollution Control equipments, Green Initiatives, use of Renewable Energy, Solid Waste Disposal Plant, dense Plantation etc. Under the J&K Industrial Land Allotment Policy, 2021-30, extra weightage is given to the applicant/entrepreneurs for establishment of environment friendly(Green category) industries. Development of a Carbon Neutral Ladakh and environment protection has been primary focus in all developmental activities in Ladakh. UT Administration of Ladakh has also approved its e-Vehicle policy which focuses on proliferating the e-Vehicle eco-system in Ladakh.

(ii)  Local job preference: As per the Industrial Policy 2016 of J&K, the minimum level of local employment shall be 55% from the date of production which should reach to maximum 75% in next five years from date of production for availing state incentives for the units registered under scheme. Further to enhance local employment from 75% to 90%, the UT would provide 25% concession in lease rent and training assistance through UT Government institutions.

(iii)  Land owners: The Government of J&K has notified Jammu & Kashmir Agricultural Land (Conversion for Non-Agricultural Purposes) Regulations, 2022 where in land owner (s) may make an application to the competent authority for permission to convert or change use of agricultural land for non-agricultural purposes. The said conversion shall be granted in 30 days after receipt of application complete in all respects.

The data of investors are available with UT Governments. In the UT of Ladakh, 1006 Industrial Units have been established with total Investment of Rs. 122.71 crore after bifurcation of Erstwhile J&K State and the data of J&K is as given below.
