Funds for NCAP

City-wise details of funds utilized till date is given at Annexure –I. The funds are released to support the implementation of City Specific action plans (CAPs) for the improvement of Air Quality. These CAPs include activities such as expansion of monitoring network, construction and demolition waste management facilities, non-motorised transport infrastructure, green buffers zone, use of mechanical street sweepers, composting units etc.

Under National Clean Air Program (NCAP), the Centrallevel Steering Committee, Monitoring Committee and Implementation Committee have been constituted and periodic review of the implementation progress is conducted. Also, State Level Steering Committee Chaired by Chief Secretary ; Monitoring Committee chaired  by Principal Secretary Environment Department;  City/ District level Implementation Committee chaired by Municipal Commissioner/ District Magistrate have been constituted which periodically reviews the status of progress of implementation of actions under NCAP.

15th Finance Commission (XV-FC) has identified 42 Urban Agglomerations (UAs) with million plus population for performance based grants based on improvement in air quality for period FY 2020-21 to 2025-26 under Million-Plus Cities Challenge Fund (MPCCF) and Rs. 12,139 crore has been allocated for the said purpose.  Funds to the tune of Rs. 4400 crore in 2020-21 and Rs. 1833 crore in 2021-22have been disbursed to these cities for implementing the activities enlisted under NCAP. The details of the funds transferred to the urban local bodies is given at Annexure- II. Further, under NCAPfunds to the tune of Rs. 472.06 crore have been released to the Non-attainment cites.

City Action Plans of 132 Non-Attainment cities are to be implemented by the coordinated action of the state government and its agencies at the state and city levels. The funding for implementation of these plans is also to be mobilized through the convergence of resources from various schemes of Central Government such as Swachh Bharat Mission (Urban), Atal Mission For Rejuvenation And Urban Transformation (AMRUT), Smart City Mission, Sustainable Alternative Towards Affordable Transportation (SATAT, Faster Adoption and Manufacturing of Hybrid and Electric vehicle - II (FAME) etc. and resources from State/UT Governments and its agencies such as Municipal Corporations, Urban Development authorities and industrial development authorities etc. Funding from NCAP/XV-FC is a performance-based supplemental grant for funding of unfunded critical gap of action plans.
