Jal Shakti Abhiyan (JSA)- a time-bound, mission-mode water conservation campaign was launched in July 2019. It was taken up in 1,592 blocks out of 2,836 blocks of 256 water-stressed districts of the country in two Phases: Phase 1 from 1st July to 30th September 2019 for all States and Union Territories; and Phase 2 from 1st October to 30th November 2019 for States and UTs receiving the retreating monsoon (Andhra Pradesh, Karnataka, Puducherry, and Tamil Nadu). In that campaign period, 2,73,256 works related to Water Conservation & Rain Water Harvesting, 44,497 works related to Renovation of Traditional & other Water Bodies/Tanks; 1,42,740 works related to Reuse and Recharge Structures; 1,59,354 works related to Watershed Development were taken up. 12,35,99,566  saplings were planted. 1,372 Block Water Conservation Plans were prepared.

In continuation to JSA 2019, the “Jal Shakti Abhiyan: Catch The Rain” (JSA: CTR) campaign was launched by Hon’ble Prime Minister, mainly to conserve rain water with active participation of the people in all districts (rural as well as urban areas) in the country, during the pre-monsoon and monsoon period, i.e. from 22nd March 2021 to 30th November 2021.  The main theme of the campaign is "Catch the rain, where it falls, when it falls”. Intervention-wise progress report of the JSA:CTR, as uploaded on the JSA:CTR portal (jsa.ctr.gov.in), as on 09.12.2021, is annexed.

While JSA 2019 was taken up in 256water stressed districts in all the States of the country, JSA: CTR campaign in the current year has been taken up in all the districts of all the States across the country.

The fundamental goal of the campaigns include educating people through community participation about the benefits of rainwater harvesting and treat rainwater as an alternate water source. The campaign also intended to generate awareness about the existing water problem and nudge people to work towards water conservation. Both the campaigns have addressed the issue of water conservation which is an important component of water security. The campaigns aimed to build resilient systems to ensure water availability and provide long-term solutions for sustainable use of water in the country, particularly in the water-stressed districts of the country.

JSA:CTR has been implemented with five focused interventions- (1) intensive rainwater harvesting and water conservation which include making of roof-top Rain Water Harvesting Structures (RWHS) on buildings and water harvesting pits in compounds; maintenance of existing RWHS & creation of new check dams/ponds; renovation of traditional WHS; removal of encroachments of tanks/lakes and in their catchment channels; de-silting of tanks, reuse and recharge of borewells; watershed development; rejuvenation of small rivers and rivulets; revival of wetlands and protection of flood-banks etc; (2) enumerating, geo-tagging & making inventory of all water bodies; preparation of scientific plans for water conservation based on it (3) Setting up of Jal Shakti Kendras in all districts (4) intensive afforestation and (5) awareness generation. All these interventions aimed to work towards bringing water security in the country.

This Information was given by the Minister of State for Jal Shakti, Shri  Bishweswar Tudu  in a written  reply in Rajya Sabha today.
