Ministry of Textiles, in addition to various plan schemes under Handloom, Handicraft and Sericulture Sectors is implementing Integrated Skill Development Scheme (ISDS), a central sector scheme, to cater to the skilled manpower needs of various segments in textile industry. In addition, skilling in Textile sector is also covered under various skilling schemes implemented under Skill India campaign of the Government including Pradhan Mantri Kaushal Vikash Yojna (PMKVY), the largest skill development scheme of the Government. All the above skilling programs are applicable across India.
The number of people trained in various segments of textile sector under plan schemes of Handloom, Handicraft and Sericulture Sectors, ISDS and PMKVY during each of the last three years and the current year are given below.

Priority is given to endangered and traditional crafts, artisans belonging to SC/ST and Backward Communities for financial assistance under the various schemes being implemented by office of the Development Commissioner (Handicrafts). Special efforts in this regard are as follows:
i) An MoU has been signed between Development Commissioner (Handicrafts), Ministry of Textiles, and The North Eastern Council (NEC), Ministry of DoNER, with an objective to promote and project the Bamboo & Cane Development Institute (BCDI) and Cane and Bamboo Technology Centre (CBTC) as Centers of Excellence not only in the North East Region but also in South East Asia.
ii) An MoU has been signed between, Ministry of Textiles, and National Institute of Design (NID) for Collaboration in the Area of Handloom and Handicrafts sector of North East and Hilly states with an objective of to promote production and marketing of high value good quality handloom & handicrafts products for increasing earnings of weavers and artisans during the month.
iii) An MoU has been signed between Ministry of Textiles, Office of the Development Commissioner (Handicrafts) and National Scheduled Caste Finance Development Corporation under Ministry of Social Justice and Empowerment on 20th February 2017 with an objective of overall economic upliftment of Handicrafts artisans belonging to SC category.
