Shri Gokul G. R., IAS, Special Secretary, Planning & Economic Affairs Department, Government of Keralam, presided over the inaugural session. In his presidential address, Shri Gokul G. R., IAS, highlighted the growing public importance of reliable official statistics in a context where economic information is widely discussed through social media and where individual participation in financial and retail investment has increased. He observed that timely, credible and methodologically sound statistics are essential for informed public discussion and evidence-based policy decisions. He stressed that the item basket used for compiling the IIP should reflect the current structure of industry and changes in production patterns. He also emphasised the need to strengthen the quality of primary data collection, minimise measurement errors and ensure that the information furnished by reporting units accurately represents industrial activity.
Dr. Dalip Singh, Director General (Central Statistics), MoSPI, formally inaugurated the workshop. In his inaugural address, Dr. Dalip Singh emphasised the need to align the revised State-level IIP series with the updated national methodology to improve consistency and comparability across States and Union Territories. He referred to 2022–23 as the proposed new base year and underlined the importance of updating the item basket so that the index captures changes in the industrial economy. He also drew attention to the need to improve the availability and quality of data for industrial products and minerals, including major and minor minerals, and to strengthen the systems used for collecting and validating data. The adoption of NIC 2025, appropriate treatment of sectors such as Gas supply, water supply, sewerage and waste management in line with relevant recommendations, and suitable value-based approaches for heterogeneous products were among the methodological considerations highlighted. He encouraged States to strengthen their capacity for regular monthly compilation of the IIP and to ensure that the revised series is robust, timely and comparable.
The revision of the base year from 2011–12 to 2022–23 is intended to ensure that the IIP better reflects the present industrial structure, changes in the range of products manufactured and evolving production patterns. The index is an important indicator for monitoring short-term movements in industrial production and supporting economic analysis and policy formulation.
The workshop is designed to provide practical and methodological guidance to officers from States
and Union Territories on the key stages of the revision exercise, including selection of the item basket and factories, item grouping, preparation of the weighting diagram, data sources and treatment of items classified as Not Elsewhere Classified (NEC). The programme also covers the review of NIC 2025, feedback on the revised National Product Classification (NPC), data-sharing mechanisms, and methodologies for substitution and imputation.
