A two-day National-Level Workshop on the "Completion of Projects under Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) 1.0" was organised at the National Agricultural Science Complex (NASC), Pusa, New Delhi, by the Ministry of Rural Development, Government of India, on 7–8 September 2026. The workshop brought together senior officials of the Ministry, representatives of States and Union Territories, and technical experts from Central Technical Support Agencies to review the projects of DDU GKY 1.0 to evolve a coordinated approach to declare formal closures after completion of documentation.

DDU-GKY is a flagship placement-linked skill development programme of the Ministry of Rural Development under the Deendayal Antyodaya Yojana–National Rural Livelihoods Mission (DAY-NRLM). The programme aims to enhance the employability of rural youth through market-oriented skill training and placement, thereby supporting sustainable livelihood opportunities.

The workshop was attended by senior officials of the Ministry of Rural Development, along with representatives of State and Union Territory implementing agencies and technical experts from NABARD Consultancy Services (NABCONS) and the National Institute of Rural Development and Panchayati Raj (NIRDPR). On the first day, participants deliberated extensively on operational and technical challenges in project completion, best practices, case studies, and the roles and responsibilities of various stakeholders.

The workshop commenced with an inaugural session. Delivering the inaugural note, Shri Pawan Kumar, Director (Rural Skills), called for a project-specific, action-oriented approach to take action on all pending projects, stressing timely bottleneck resolution and adherence to the Standard Operating Procedure (SOP). In her opening remarks, Ms. Jayasree M.G., Joint Secretary (Rural Skills-II), called for a coordinated, time-bound and campaign-mode approach to completion of documentation of over 2,000 DDU-GKY 1.0 projects, and highlighted priorities under DDU-GKY 2.0, including achieving at least 70% placement and strengthening employment retention.

Following the inaugural session, participants attended a technical session in which NABCONS and NIRDPR made presentations on the completion of documentation of projects under DDU-GKY 1.0, focusing on best practices, case studies, challenges, possible solutions, and the roles and responsibilities of stakeholders involved in the process. The session provided participants an opportunity to identify practical approaches for addressing pending issues and ensuring a systematic completion process.

Representatives from Andhra Pradesh, Assam, Gujarat, Haryana, Himachal Pradesh, Karnataka, Maharashtra, Mizoram, Odisha, Punjab, Rajasthan, Telangana, Uttar Pradesh and West Bengal subsequently shared their experiences and presented the status of project completion in their respective States and Union Territories. The State-wise deliberations provided a platform for peer learning and exchange of effective practices, while also highlighting implementation-level challenges and areas requiring coordinated action among the Ministry, States/UTs and other stakeholders.

The workshop concluded with the consolidation of key learnings and priority areas identified during the deliberations. All participating States and Union Territories reaffirmed their commitment to working in close coordination with the Ministry and technical agencies to ensure completion of documentation and a transparent, accountable and time-bound execution of projects under DDU-GKY 1.0.
