Keeping in view the growth in number of unregulated private coaching centres; instances of such centers charging exorbitant fees from students; loss of precious lives due to fire and other accidents; significance of mental well-being; and many malpractices being adopted by these centres, Ministry has circulated Guidelines for Regulation of Coaching Center to States/UTs on 16.01.2024 for taking further action by way of appropriate legal framework. The Guidelines encompass several key aspects, including specifying conditions and necessary documents for registration, issues related to fees, outlining infrastructure prerequisites for establishing coaching centers, establishing a code of conduct for coaching centers; lay emphasis on significance of mental well-being, no batch segregation, maintenance of records, grievance/complaint redressal mechanism etc. The guidelines inter-alia provides for a coaching center to have a website with updated details of the qualification of tutors, details and duration of courses/curriculum, the fees being charged, easy exit policy, fee refund policy, number of students undertaking coaching from the center and number of students who finally succeeded in getting admission in Higher Education Institutions etc.

Education is a subject of the Concurrent List and both Central and State governments work collaboratively to provide equitable access to education. After issue of Guidelines by the Central Government, a number of States/UTs have brought out guidelines / regulations / legislations to regulate Private Coaching and tuition classes in their respective states/UTs, such as Andhra Pradesh Coaching Institutions (Regulation and Control) Rules, 2026, the Himachal Pradesh Private Coaching Centres (Registration and Regulation) Rules 2026, Policy and Guidelines for Registration, Control & Regulation of Coaching Institutes in the Union Territory of Puducherry, 2026, Guidelines for Registration and Regulation of Tamil Nadu Coaching Centres, 2026, Guidelines for Registration and Regulation of Coaching Centers in Andaman and Nicobar Islands 2026, the Rajasthan Coaching Centres (Control and Regulation) Act, 2025, Jharkhand Coaching Centre (Control and Regulation), Act 2025, Guidelines for Registration and Regulation of Coaching Centers in Tripura, 2025, the Assam Coaching Institutes (Control and Regulation) Act, 2025, Guidelines for Registration and Regulation of Coaching Centres in the State of Nagaland, 2025, Haryana Registration and Regulation of Private Coaching Institutes Act, 2024.

Under the provisions of the Consumer Protection Act, 2019, the Central Consumer Protection Authority (CCPA) has also issued comprehensive guidelines on 13.11.2024 to address the issue of misleading advertisements in the coaching sector. These guidelines prohibit coaching centres from making false or misleading claims/advertisements to promote their services and from engaging in deceptive or unfair practices. It also provides that any person who is engaged in coaching shall not use names, photographs, testimonials or videos of successful candidates in an advertisement without the candidate's written consent. The guidelines also regulate unfair contracts and impose strict penalties under the Consumer Protection Act, 2019, ensuring accountability and ethical practices in the coaching sector. CCPA imposes penalties on coaching institutes and directs them to discontinue the misleading advertisements and unfair trade practices.
