The Department of Telecommunications (DoT), Ministry of Communications, Government of India in collaboration with the Cellular Operators Association of India (COAI), organised two important industry engagements in Mumbai today to advance the proposed Telecom Manufacturing Zone (TMZ) coming up in Gwalior, Madhya Pradesh. Both engagements were jointly chaired by Shri Jyotiraditya M. Scindia, Union Minister of Communications and Development of North Eastern Region and Dr. Mohan Yadav, Chief Minister of Madhya Pradesh along with Shri Amit Agrawal, Secretary, Department of Telecommunications. Both meetings mark a significant milestone in strengthening India's first-of-its-kind Telecom Manufacturing Zone (TMZ) in Gwalior, which will advance Prime Minister Shri Narendra Modi’s vision of Aatmanirbhar Bharat in the telecommunications sector.

The first engagement was an Investor Roundtable focused on attracting investment and greater industry participation in the proposed Telecom Manufacturing Zone (TMZ) in Gwalior. Leading telecom and electronics companies, including Qualcomm, NTT DATA, Jio and other leading companies participated in the investor roundtable. Discussions focused on the investment potential of the TMZ, strengthening domestic manufacturing capabilities, promoting exports, reducing import dependence and creating a globally competitive telecom and electronics manufacturing ecosystem.

Speaking on the occasion, Shri Jyotiraditya M. Scindia, Union Minister of Communications and Development of North Eastern Region, said, “India must now transition from being a services-led nation to a product-led nation. We must adopt a three-pronged strategy to achieve this transformation: increasing domestic value addition, creating intellectual property in India, and enabling Indian-designed and Indian-manufactured telecom products to reach every corner of the world.”

Dr. Mohan Yadav, Chief Minister of Madhya Pradesh, said, “I would like to thank all the officials involved in this project. This important project is a joint step between Government of Madhya Pradesh and Union Government in the field of telecommunications. Madhya Pradesh has emerged as the top choice for set up industry especially related to manufacturing. With this in mind, I would like to invite you all to come and invest in Madhya Pradesh.”

Shri Amit Agrawal, Secretary, Department of Telecommunications, highlighted that “Telecom Manufacturing Zone (TMZ) is a unique and first of its kind facility that has been envisioned jointly by the Government of Madhya Pradesh and Union Ministry of Communications. TMZ will create deep value addition driven by Intellectual Property within India helping India becoming a part in global supply chain in line with Hon’ble Prime Minister’s Vision of Made in India for India and the World.”

In the first roundtable held in Delhi, investment commitments worth ₹3,500 crore and 14,000 job opportunities were assured by the industry for the Telecom Manufacturing Zone.

At the conclusion of the Investor Roundtable at Mumbai, participating companies committed investments worth more than ₹2,000 crore, expected to generate above 4,000 employment opportunities under the Telecom Manufacturing Zone (TMZ). In total, a commitment of more than ₹5500 crores of investments and above 18,000 employment opportunities were given by the industry towards the Telecom Manufacturing Zone (TMZ).

Eight global tech leaders, including Qualcomm, Ericsson and Nokia, along with leading IT companies such as TCS and Tech Mahindra, have expressed interest in considering the Telecom Manufacturing Zone (TMZ) as an investment destination and establishing global service support and development centres in the zone.

All three private telecom service providers—Bharti Airtel, Reliance Jio and Vodafone Idea—appreciated the initiative and leadership of the Chief Minister of Madhya Pradesh Dr. Mohan Yadav and the Union Minister of Communications Shri Jyotiraditya M. Scindia. They also affirmed that they would encourage their respective vendor ecosystems to explore opportunities for establishing supply chains and manufacturing facilities within the TMZ in Gwalior.

The second engagement was a Strategic Roundtable on “Capitalizing India’s Telecom Decade and Promoting Telecom Manufacturing Zone”. The strategic roundtable brought together key stakeholders from the telecom industry to deliberate on India’s next phase of telecom growth, strengthening domestic manufacturing capabilities and creating a globally competitive telecom ecosystem. Union Minister Sh. Jyotiraditya M. Scindia appreciated the role of investors in promoting Indian startup and Tech ecosystem. He invited the investors to India Mobile Congress being held from 7 to 10 October 2026 at Yashobhoomi New Delhi. The discussions also focused on identifying opportunities for greater industry participation and investment in the proposed Telecom Manufacturing Zone (TMZ) in Gwalior, Madhya Pradesh.

The roundtable was held in continuation of the Memorandum of Understanding (MoU) signed between the Department of Telecommunications and the Government of Madhya Pradesh on 30 July 2026 for establishment of India’s first integrated Telecom Manufacturing Zone (TMZ) in Gwalior. The MoU envisages a 170 acres plug-and-play industrial cluster offering world-class infrastructure and an integrated ecosystem for telecom and electronics manufacturing, research and development, innovation and allied activities. At the Strategic Roundtable, the participating stakeholders deliberated on further opportunities for investment, manufacturing and employment in the Telecom Manufacturing Zone (TMZ).

The strategic roundtable reinforced the Government’s vision of moving India beyond being a telecom service provider towards becoming a global telecom product manufacturing and innovation hub. It also marked another important step towards translating the recently signed Telecom Manufacturing Zone (TMZ) MoU into concrete investments, manufacturing and employment  opportunities.

About Telecom Manufacturing Zone (TMZ), Gwalior

The proposed Telecom Manufacturing Zone (TMZ) in Gwalior is envisaged as an integrated  170-acre plug-and-play industrial cluster for telecom manufacturing, R&D and innovation, covering mobile devices, optical fibre, telecom equipment and next-generation 5G/6G technologies. Under the recently signed MoU, the Central Government is providing 100% funding support of ₹493 crore for Phase-I, while the Government of Madhya Pradesh has provided approximately 170 acres of land free of cost along with various investor incentives. 

The TMZ will be established through a Special Purpose Vehicle (SPV) with 51% equity from the Government of Madhya Pradesh and 49% from the Department of Telecommunications.
