The Second regional district-level workshop for capacity building was organized by Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry in Pune, with the support of BISAG-N and State Government, in Pune. More than 10 districts from Maharashtra, Rajasthan and Gujrat, with over 100 participants were present in this workshop.

Since its launch in October 2021, the PM GatiShakti National Master Plan (NMP) aim to ensure multi-modal, first and last-mile connectivity for the seamless movement of people and goods. The twin framework of the PM GatiShakti NMP includes an inter-ministerial institutional mechanism at both the Centre and State levels and a GIS-data-based decision support system for integrated planning in the logistics and infrastructure sector. This framework is driving infrastructure planning and development throughout the country.

In the spirit of cooperative federalism, these workshops are facilitating wider adoption of the PM GatiShakti National Master Plan across district in States. These workshops bring more vigour and build synergy among different stakeholders resulting in mutual learning from States/UTs and Central Ministries/Departments.

The event was inaugurated by Sh. Vinod Kumar Verma, Deputy Director General, DPIIT, Sh. D.K Ojha, Deputy Director General, Ministry of Petroleum and Natural Gas, Sh. Sachindra P Singh, Additional Director General, YASHADA and Smt. Charushila Choudhary, Joint Secretary, Planning, Government of Maharashtra, and along with officers from District offices of Maharashtra, Rajasthan and Gujarat.

Setting the context, Deputy Director General, DPIIT, M/o Commerce & Industry stated that onboarding districts on the PM GatiShakti NMP will bring more integration of project when they are planned and taking the PMGS to grass root level. The workshop was underscored as a vital platform for knowledge sharing, collaboration, and strategizing towards the proactive implementation of the PM GatiShakti NMP at the District level.

Sh. Sachindra P Singh, Additional Director General, YASHADA emphasized the transformative impact of developing modules for PM GatiShakti at the district level, envisioning it as a game-changer for the creation and upgradation of infrastructure and facilities at the grassroots level. He also highlighted the potential benefits of PM GatiShakti, including cost reduction and streamlined project implementation.

The workshop featured showcases of best use cases of PM GatiShakti NMP by Central Ministries, along with demonstrations on the adoption of the Area Development Approach. The role of District Collectors in facilitating comprehensive area-based planning was emphasized, and a handbook for District Collectors, serving as a useful guidebook for onboarding district officers, was distributed among stakeholders.

The workshop served as an effective means for bringing together relevant stakeholders of the PM GatiShakti NMP for extensive deliberations and cross learnings between Districts, States/ UTs and Central Ministries/Departments.

During the workshop, several use cases identified under PMGS NMP by Infrastructure and Social Sector Ministries and States/ UTs, were showcased. These include:

1. Using the PM GatiShakti NMP/SMP portals, Dahod district identified solution to challenges related to limited water availability and connecting unirrigated land with water resources. The intervention includes identification of un-irrigated areas and unutilised water reservoirs/ sources for Irrigation, construction for water pipelines to un-irrigated areas, and Pilot Projects to meet immediate water requirements
2. Utilizing the NMP portal, Ministry of Road Transport and Highways avoided intersection with Great Indian Bustard Wildlife Sanctuary during planning for Surat - Nashik - Ahmednagar - Solapur - Akkalkot project. The optimized project route also provided multi-modal connectivity to 07 PM GatiShakti Economic Nodes, 04 Social nodes (including one Aspirational District), and 29 Logistics Nodes.

With five more workshops lined up between February and March 2024, PMGS will progressively expand its outreach to onboard more districts. These workshops will enable the district-level officers to utilize the PM GatiShakti Platform in planning and implementation of existing or upcoming projects and schemes.
