Central Assistance for Creation of Water Harvesting Infrastructure

Water is a state subject and the Central Government supplements the efforts of the states on water conservation and recharge, including creation of water harvesting infrastructure, through technical and financial support.
Government of India has been implementing various schemes for creation of water harvesting infrastructure. Major schemes/ programmes implemented by the Government for promoting creation of water harvesting infrastructure include Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Atal Mission for Rejuvenation and Urban Transformation (AMRUT), Watershed Development Component of Pradhan Mantri Krishi Sinchai Yojana (WDC-PMKSY), 15th Finance Commission Grants, ‘Jal Shakti Abhiyan: Catch The Rain’(JSA:CTR) etc.
The State/UT-wise committed central assistance, release & Utilisation Certificates submitted for AMRUT & AMRUT 2.0 projects is attached as Annexure – I & II respectively. Central funds released and utilized under WDC-PMKSY are given at Annexure III and Annexure IV respectively. The state-wise details of Central Assistance given to various states and expenditure incurred under Surface Minor Irrigation (SMI) and Repair, Renovation & Restoration of Water Bodies (RRR of WBs) of PMKSY are given at Annexure-V. The State/UT wise details expenditure under MGNREGS on water conservation and water harvesting for the last three years and in the current year are given at Annexure-VI. Financial assistance of Rs. 2.00 lakh is released to each district in two installments of Rs. 1.00 Lakh each for GIS mapping of water bodies and preparation of scientific plans under JSA:CTR. The details of funds released under JSA: CTR are given at Annexure-VII.
The creation of capacity in terms of volume of water that can be stored is inter-sectoral convergence of various Central & State Government's schemes/programmes which is a continuous process.
