Meeting on Inter-Linking of Rivers

The Government of India has formulated a National Perspective Plan (NPP) of interlinking of rivers for transferring water from surplus basins to deficit basins/areas in 1980. National Water Development Agency (NWDA) has identified 30 links (16 under Peninsular Component and 14 under Himalayan Component) for preparation of Feasibility Reports (FRs) under Inter-linking of Rivers Project.  Details and current status of the proposals for inter-state linking of rivers under the Inter Linking of Rivers (ILR) Programme is furnished at Annexure.

 

The ILR programme has been accorded top priority by the Government of India. The programme and its progress is reviewed on regular basis in the Annual General Meetings (AGM) of NWDA Society headed by Hon’ble Minister, MoJS. The NWDA Society has wide representations from Central Ministries/Departments and State Governments. A total of 35 meetings of AGM of NWDA have been held so far. The last meeting was held on 12.11.2021. The Governing Body of NWDA Society under the Chairmanship of the Secretary (DoWR, RD & GR), MoJS reviews the Action Plan prepared for various link projects in terms of targets which are fixed for completion on annual basis.

 

The Govt. of India had also constituted a Task Force under the Chairmanship of Sh. Suresh P. Prabhu, the then Member of Lok Sabha to prepare the implementation plan of ILR projects in year 2002. On the direction of Hon’ble Supreme Court, the Govt. of India constituted a Committee called Special Committee on Interlinking of Rivers (SCILR) under the chairmanship of Hon’ble Minister. SCILR reviews the progress of ILR projects regularly. 19 meetings of the SCILR have been held so far and the last meeting was held on 12.11.2021. The Union Cabinet is also apprised of the progress report of Special Committee for Inter-Linking of Rivers from time to time.

 

The Union Cabinet also directed that a committee comprising of experts be constituted to look into the issues relating to inter linking of rivers. In compliance with the direction of the Union Cabinet, a Task Force for Interlinking of Rivers (TF-ILR) under the Chairmanship of Chief Advisor, MoWR, RD& GR (now Ministry of Jal Shakti ) has been constituted for expediting the works under ILR Programme. 15 meetings of the Task Force have been held so far and its last meeting was held on 22.10.2021. Sub – Committees / Groups under TF-ILR also work for expediting the progress of ILR programme.
