Construction of Toilets Under HGSY

Government has not launched any scheme or mission named as 'Har Ghar Sauchalay Yojana' (HGSY) or ‘Pradhan Mantri Swachh Bharat Mission’. However, Government had launched Swachh Bharat Mission (Grameen) [SBM(G)] and Swachh Bharat Mission (Urban) [SBM(U)] with effect from 2nd October, 2014 with the main aim to make the country Open Defecation Free (ODF) by 2nd October, 2019, by providing access to toilets to all the households. State/UT-wise number of individual household latrines (IHHLs) constructed under SBM(G) till 15.03.2022 are given at Annexure-1. And, the State/UT-wise number of IHHLs constructed under SBM(U) till 15.03.2022 are given at Annexure – 2.
The details of the States clinching top rankings in the clean cities under Swachh Survekshan (SS) till date are given at Annexure-3.
Under SBM(G), the incentive for construction of an IHHL was increased from Rs.10,000 to Rs.12,000 to provide for creating facility for water storage for
handwashing and cleaning. Further, Jal Jeevan Mission (JJM) is also being implemented with the aim to provide Functional Household Tap Connection to every rural household. As per Round 3 of National Annual Rural Sanitation Survey (NARSS) conducted through an Independent Verification Agency during 2019-20, 99.6% of the rural households who had access to toilets, had availability of water.
Under SBM (U), as per the programme guidelines, all toilets are to be built in tandem with water supply arrangements of the Urban Local Bodies (ULBs). In addition, the availability of water in toilets are checked during the ODF, ODF+, ODF++ and Water+ certification processes and also during the annual Swachh Survekshan (SS) through third party inspection and marks are awarded accordingly.
