Prevention of Cruelty on Animals

The draft Prevention of Cruelty to Animals (Regulation of Livestock Market) Rules, 2017 were notified on 16th January, 2017 by Ministry of Environment Forest and Climate Change inviting objections and suggestions and finally notified on 23rd May, 2017 after incorporating the suggestions and comments wherever found suitable. 

A number of representations have been received from individuals, organizations and representatives of the State Governments requesting for the withdrawal of the rules. Further, Hon’ble Supreme Court of India vide order dated 11.08.2017 stayed the Rule 22(b)(iii),22(d)(ii) & (v) and 22(e)(i) & (iii) of the  Prevention of Cruelty to Animals (Regulation of Livestock Market Rules), 2017. Thereafter, the  Ministry of Environment Forest and Climate Change has further notified draft Prevention of Cruelty to Animals  in Animal Market Rules, 2018 which was published as G.S.R 89 dated 22.03.2018 in supersession of Prevention of Cruelty to Animals (Regulation of Livestock Market Rules), 2017 for inviting comments.  Now, subject of Prevention of Cruelty to Animals has been transferred to Department of Animal Husbandry and Dairying vide notification S.O. 1531 (E) dated 4th April, 2019 issued by the Cabinet Secretariat.

This information was given in a written reply by the Minister of State for Fisheries, Animal Husbandry and Dairying, Shri Sanjeev Balyan in Lok Sabha today.
