Assistance under BSUP/IHSDP


            The Minister for Housing and Urban Poverty Alleviation Kumari Selja has said that keeping in view the paucity of resources and administrative constraints in taking up all cities and towns under the Sub-Mission of Basic Services to the Urban poor (BSUP), originally,  only 63 cities were taken up, as per norms/criteria mentioned below:






Cities with 4 million plus population as per 2001 census population



Cities with 1 million plus but less than 4 million population




Selected Cities (of religious/historic and tourist importance)



In a written reply in the Lok Sabha today she said, subsequently, 2 more cities viz. Porbandar and Tirupati were added resulting in increase of number of Mission cities as 65 under BSUP. As regards Integrated Housing and Slum Development Programme (IHSDP), it was upto the State Governments to prioritise and select cities/towns and access central assistance as per the Guidelines of the scheme. Under IHSDP, 928 cities/towns have been covered across India.


She said, utilisation of funds allocated under BSUP and IHSDP components of Jawaharlal Nehru National Urban Renewal Mission (JNNURM) for providing housing and other related basic amenities to urban poor varies from State to State. While some States have availed full allocation of central assistance for their States, others lagged. State-wise financial allocations in the form of Additional Central Assistance (ACA) were fixed by the Planning Commission.  State/UT-wise details of ACA Allocation, central share approved and ACA released under the BSUP and the IHSDP are annexed.


Kumari Selja said, steps taken by the Government to utilise the financial assistance under the schemes include: issue of guidelines to States/UTs to access ACA, financial support to  develop both institutional and human resource capacity including preparation of city Development Plans and Detailed Project Reports, establishment of Programme Management Unit at the State level and the Project Implementation Units at the ULB/town level, handholding support, issue of toolkits, software for monitoring, guidelines to  facilitate project preparation and conduct of National, State and Regional level workshops in project planning, management, appraisal, monitoring etc.
