Facilities for Destitute Mentally Retarded Children

                                                                                                                

 

The Ministry of Women and Child Development is implementing Integrated Child Protection Scheme (ICPS) from 2009-10 through State Governments/Union Territory Administrations under which financial assistance is provided for establishment and maintenance of Children’s Homes for children in need of care and protection.  The Scheme provides supplementary support for setting up and maintenance of Specialised Units for children with special needs, including mentally challenged children, within the Home. In case a particular area/district has a large number of children with special needs, a separate Home for such children can also be set up.

The ICPS provides for an additional grant of Rs.2,200/- per child per month for specialized medical assistance and nutritious food for such children. Supplementary staff, comprising one Nurse and one Care Taker, are also provided for every 10 such children besides the regular manpower for Children’s Home.

30 States/Union Territories have already agreed for implementation of the Scheme. Financial proposals for assistance under this scheme have been received from 18 States/Union Territories. As per the information available from these States, 25 Units/Homes are functioning for special needs children in eight (8) States/UTs.  The State-wise number of such Units/Homes for children with special needs, capacity and average occupancy is as follows:
