Skilling tribal youth

The Government has adopted a multi-pronged strategy for the overall development of tribal youth living across the country which includes supports for skill training. The Ministry of Skill Development and Entrepreneurship (MSDE) has been implementing Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS) Scheme and National Apprenticeship Promotion Scheme (NAPS) for providing short term Skill Development training and Craftsman Training Scheme (CTS) through Industrial Training Institutes (ITIs) for long term training, to the youth belonging to all section of the society including tribal community.

A pilot project, “Village Engineers Project”, for the multi-skilling of tribal youth, was launched a few months ago by National Skill Development Corporation (NSDC) (a functional arm of MSDE) in Bhopal with the first batch of about 200 engineers and will be expanded gradually across all districts.

Further, the Ministry of Tribal Affairs (MoTA), which is the nodal Ministry for overall policy, planning and coordination of programmes for development of the Schedules Tribes (STs) all over the country, provides funding support under the Scheme of ‘Special Central Assistance to Tribal Sub-Scheme’ (SCA to TSS) for Vocational training in Tribal Areas. This Scheme aims at upgrading the skills of the tribal youth in various traditional/modern vocations depending upon their educational qualification, present economic trends and the market potentials to enable them to gain sustainable employment or become self-dependent.

The schemes of the MSDE are demand-driven and hence, targets are often not set. However, all the above schemeshave the mandatory provision of utilization of funds for tribals through Scheduled Tribe (ST) component. The details of fund allocation under Tribal Sub Plan in the PMKVY Scheme, JSS scheme and NAPS in FY 2022-23 are given below:

All the schemes are on-going and are delivering skills across the country.
